To create a Discussion forum in the Classic Content Experience
1. From your course homepage navbar, navigate to Content.
2. Click Upload/Create.
3. Click New Discussion.

4. On the New Topic page, click New Forum.

5. From the Create Discussion Forum page, fill in the following:

In the Create Discussion Forum field, enter a forum title.
In the editor, any forum details you want to include
6. Click Create.
A new forum is created using the Classic Content Experience. You can now create a topic associated with that forum.
